A riverside town, Restelo, later called Belém, began as a
small village linked to agricultural and fishing activities.  

With the reactivation of the ports, from the 13th century
onwards, its maritime vocation increased as, due to its large natural
anchorage, it became Lisbon's seaport, therefore enjoying special benefits. It
is known that in the 15th century it had a small hermitage dedicated to Our
Lady of the Star, protector of sailors. Infante D. Henrique ordered it to be
enlarged and placed under the tutelage of the friars of the Order of Christ. It
will be next to this hermitage that Vasco da Gama The construction of the Torre
de S. Vicente de Belém and the Jerónimos Monastery, at the beginning of the
16th century, gave new importance to the place, forever associating it with the

It was in this palace that the royal family was located on
the day of the 1755 earthquake, which meant that, in addition to the scare, no
one was injured. The fact that the Belém/Ajuda axis was spared such disgrace
led to a first impulse to consider the possibility of building the new capital
here. Although the idea did not come to fruition, the king ordered the
construction of his wooden palace at the top of Ajuda, which would become known
as the Real Barraca and which would house the royal family until the end of the
18th century, when it would be consumed by fire. The court then moved to
Queluz, simultaneously beginning the construction of a palace, now in stone, in
Ajuda. 

  

With the departure of the royal family and the court to
Brazil, during the French invasions, Belém lost some of its aristocratic
character. On the other hand, it becomes bourgeoisie, at the same time that
several manufacturing centers with their neighborhoods and workers' yards begin
to be established nearby. None of this prevented Belém from becoming a summer
destination from the mid-19th century onwards. It is known that on Torre beach
(in Belém) and in Pedrouços, Queen Maria II went swimming with the princes. 

D. Luís's preference for Cascais leaves these beaches free
for the Lisbon bourgeoisie who arrive here in “American” (carriages on
animal-drawn rails) or by train and settle in between September and October, to
spend their holidays. Theaters, fairs, dances and the famous Feira de Belém
with its street restaurants, toy stalls, crockery and trinkets liven up the
bathing season. 

  

In 1862, the court returned when King D. Luís and Queen D.
Maria Pia settled in Paço da Ajuda. Later, the future King D. Carlos will live,
until his father's death, in the Belém Palace with his young wife, Princess
Amélia de Orleães. The establishment of the Republic ends 800 years of
monarchy, but the new regime will also be seduced by Belém, establishing here,
from 1911 onwards, the official residence of the President of the Republic, in
the Palácio de Belém 

  

In 1940, as part of the Double Centenary celebrations, the
Portuguese World Exhibition was held on the land bordering Jerónimos, the
construction of which ended up determining an urban rearrangement of the entire
surrounding area, which continued beyond the exhibition with the construction
of new neighborhoods. in Ajuda and Restelo. 

The symbolic meaning of Belém is still a reality today. It
was no coincidence that Portugal's entry into the EEC was formalized in the
Jerónimos cloisters. In 1992, the Belém Cultural Center was intentionally
located in the place once chosen by Cottinelli Telmo for the Portuguese
Pavilion at the Portuguese World Exhibition in 1940. In this way, the west side
of Praça do Império was closed with a monumental building whose first function
was to host the first Portuguese presidency of the European Union.
